processes to ensure that there are no stalled instances of any application still running, and if there are, end those processes.

If you've deleted your files accidently... like we all do at some point. Restoring your files is relatively simple. Just go to the
recycle bin and right click to restore your files.
If however, you manage to empty your recycle bin, you should restore your files from a backup copy.
